Diagram.ly is a free site that offers a drag and drop interface for creating diagrams using clip art and pre-drawn shapes. There is no registration and you can save your work to your computer in either a xml, png, jpg, or svg format.
Troy, have you seen LucidChart? Very similar and found out from Richard Byrne a couple months ago. My students and I are now using it (free for education!!) and it's fabulous.
